The RIS II is a newer rail with some added benefits over the MRE. The RIS II has a continuous rail on the 12 o'clock, where the MRE has the RAS style collar. The MRE also didn't have a contract requirement to mount an M203 to it like the RIS II did. So if you want an M203, or masterkey, etc...you'd need the RIS II.
