WebSomething small, not that loud, cheap. Raspberry seems to be not that available and not that cheap too. Thinking about Optiplex 9020m on i5, 16Gb Ram. Since the storage here will be just temporary, no raid is needed. M2 SDD for OS, an 2.5 HDD for downloading stuff. Server B Actually no idea here. Would the same Optiplex 9020 be enough?
